About the Somalia Stability Fund:

The Somalia Stability Fund (SSF) is a multi-donor fund working towards a peaceful, secure, and stable Somalia. It offers Somali stakeholders a source of multi-year funding that can respond to local needs and opportunities. Its aim is to provide sustained support over the longer term to local process of building stability in Somalia, and to help areas become stable over the medium-term whilst building their linkages to a national framework.

What we are looking for:

The SSF is looking to engage an experienced and innovative organization or consortium to lead on the refinement of the Fund’s data collection methodology, implementation of the methodology and analysis of the resulting information over a three-year period.

We are looking for an organization or consortium with:

  • A proven track record of working on M&E and conflict-related research across Somalia
  • Robust experience designing and implementing mixed M&E methodologies, including focus group discussions, household surveys, key informant interviews, conflict mapping, assessment surveys, etc.
  • Experienced personnel in the field able to collect data and engage with a multitude of stakeholders
  • Innovative and analytical skills to both design creative and cost-effective data collection methodologies and analyze the resulting information for trends, correlations and impact

If your organization or consortium meets the above criteria, please send your Expression of Interest (EOI) with the following documents to procurement@stabilityfund.so, referencing ‘Monitoring and Evaluation and Research Contract Service Provider’ in the title of your email:

  • Organizational profile, including core capacities
  • Maximum of 2-3 pages on previous experience in working on M&E and conflict-related research in Somalia, with specific reference to innovative and creative approaches to methodology if applicable
  • Five references whom we may contact
  • Maximum 5-page writing sample showcasing data analysis (can be redacted if necessary)

Evaluation and contracting process

Applicants should note that detailed proposals should not be submitted at this stage. An independent evaluation panel will score organizations solely based on the below criteria. Shortlisted applicants will be invited to an applicant meeting where guidance on the proposal and contracting processes will be given.

  • Proven ability to operate across Somalia (25%)
  • Previous M&E and research experience (25%)
  • Writing Sample (20%)
  • Innovation in mixed methodology (15%)
  • References (15%)

Estimated procurement timeline:**

  • April 10-19th: Submission of EOIs
  • April 20-26th: Evaluation of EOIs
  • April 28th: Applicant meeting
  • May 1-19th: Call for proposals
  • May 22-26th: Evaluation of proposals
  • May 29th-June 2nd: Contracting

PLEASE NOTE: The Stability Fund reserves the right to alter this timeline as deemed necessary and at its sole discretion, except that the deadline for Submission of EOIs is fixed at midnight (EAT) on April 19th, 2017.
