OVERVIEW OF THE POSITION

The Federal Government of Somalia (FGS) is formulating a new comprehensive National Development Plan (NDP) through a participatory process spearheaded by the Ministry of Planning and International Co-operation (MOPIC). The plan will be the overarching medium-term strategic framework for Somalia and will guide national authorities and international partners’ development efforts and investments in Somalia for the period January 2017 – December 2019. It will build upon achievements of the past few years, particularly those related to the implementation of the Somali Compact, further strengthen the (emerging) state structures, and will aim at creating a favourable environment for private and nongovernment sector development and at bringing the benefits of development to the citizens. The NDP will be compliant with the needs of an Interim Poverty Reduction Strategy Paper (iPRSP) and aligned with the newly adopted global Sustainable Development Goals (SDGs). It will include results frameworks which will set the vision, goals, desired strategic outcomes and specific annual targets required to achieve those outcomes. The NDP, through a specific chapter, and associated documents, will define coordination mechanisms, accountability frameworks, management arrangements and partnership principles between government, development partners and other stakeholders involved. These will set the basis to ensure an effective and inclusive implementation of the plan. UNDP is supporting, through funding and provision of strategic guidance, the drafting of this chapter through an international consultancy. The chapter, which has already been drafted, will be the result of a consultative process. Progress on the chapter will continue to evolve through consultations with different government departments, donors, UN agencies and Civil Society Organizations (CSOs). The proposals will build on existing aid coordination structures and processes in Somalia and will consider the latest recommendations in the international debate on development effectiveness, including the New Deal principles. The consultancy has been ongoing since March and, after consultations with key government counterparts and donors, is expected to deliver the final product in September 2016. In addition, a review of the implementation of the New Deal/Compact in Somalia is expected to commence August 2016 and to provide recommendations to improve multi-stakeholder coordination and development effectiveness in the country. These two exercises will help define the post-2016 aid coordination framework in Somalia. It is a priority for the Federal Government of Somalia to ensure coherence and continuity between the current Somali Compact and the upcoming NDP, both in terms of development and reconstruction priorities and of use of existing coordination structures and funding and implementation mechanisms.

Furthermore, the development of the NDP must take into account the New Deal review and other ongoing processes and accomplishments.

UNDP and UN RCO intend to strengthen their cooperation by providing a more coherent support to aid management and coordination in Somalia through a joint project which will be implemented in the period 2017-2019. The project will be fully aligned to the NDP and will help strengthen national capacity to ensure a smooth functioning of post-2016 aid management and coordination structures and implementation of the partnership principles which will be agreed between the government and development partners.

The joint UNDP-UN RCO project will give continuity to the support that these entities have been providing to the Federal Government of Somalia –particularly to the Aid Coordination Unit (ACU) at the Office of the Prime Minister and to the Ministry of Planning & International Cooperation (MOPIC), which are the key government entities responsible for aid coordination, aid effectiveness and policy, and aid reporting and information management - in promoting aid effectiveness. The joint project will consider the division of labour for effective management and coordination of aid and development resources which was agreed by ACU, MOPIC and the Ministry of Finance in late 2015, and that will be elaborated further upon in the NDP and associated documentation

UNDP has been supporting both MOPIC and ACU on aid management and coordination through dedicated letters of agreement (LOA) associated to the implementation of the Strengthening Institutional Performance (SIP) Project. Since July 2014 the ACU has been equipped, staffed and trained by the SIP project and has been providing technical secretariat support for the SDRF coordination bodies; the High Level Partnership Forum (HLPF), the Somalia Development and Reconstruction Facility Steering Committee, and the Peacebuilding and State building Goals (PSG) Working Groups. ACU has also provided advice to different government bodies on aid effectiveness, promoted interministerial coordination and engagement in the implementation of the Somali Compact, strengthened dialogue between donors and government, and engaged regions and emerging states in the New Deal implementation process. UNDP has also supported the ACU, in coordination with the World Bank, in monitoring aid flows through ad hoc aid mapping exercises conducted in 2014 and 2015. Besides other areas, UNDP has been strengthening institutional capacities of the Ministry of Planning & International Cooperation for improved planning, M&E and statistics and is currently providing strategic guidance in the process of development of the NDP. UN RCO has been providing strategic support to the FGS in the organization of SDRF SC and HLPF meetings, promoting a coherent and aligned support of the whole UN family to national priorities, enhancing national capacity for managing risks and monitoring implementation of the Somali Compact (in particular of PSG milestones and of Partnership Principles).

GENERAL FUNCTIONS

Role objective:

Within a context of transitioning from the Somali Compact, implemented in the period 2014-2016, to the NDP, which will cover the period 2017-2019 and is currently being formulated, the purpose of the present consultancy is to formulate a joint UNDP–UN RCO project to support the implementation of the NDP through strengthening national capacities for effective aid management and coordination. The Joint Project, to be implemented from January 2017 to December 2019, is intended to improve coherence and effectiveness of UN support to the Federal Government of Somalia on aid effectiveness issues, reducing fragmentation and enhancing impact. UNDP and UN RCO will support those institutions in the government which are mandated to manage and coordinate aid, mainly the Ministry of Planning & International Cooperation and the Aid Coordination Unit at the Office of the Prime Minister, as well as sub-federal administrations and non-State actors such as civil society and private sector, in a way that improves multi-stakeholder coordination and national leadership of the development process. The project will aim at strengthening complementarity and effectiveness of the action of different institutions and stakeholders engaged in the implementation of the NDP. UNDP and RCO-New Deal Team will use common governance arrangements and a single results framework, and will operate on the basis of an agreed division of labor. Activities will be executed by the government as well as by UNDP and RCO-New Deal Team. The main beneficiaries of the Joint UNDP-RCO Aid Management and Coordination Project are the Aid Coordination Unit of the Office of the Prime Minister and the Ministry of Planning and International Cooperation of the Federal Government of Somalia, which are two of the key government institutions mandated to promote aid effectiveness in Somalia, as well as the coordination bodies which will be established for the implementation of the National Development Plan.

Line ministries in the Federal Government of Somalia, civil society, sub-federal administrations and development partners will benefit of improved engagement in the implementation of the NDP and of enhanced aid coordination and management, mutual accountability and M&E capacity.

Expected output:

The project would also be supported through a consultancy aimed at enhancing UN-WB coordination, risk management and monitoring and evaluation. Several of the consultant’s responsibilities, notably those related to the use of country systems and the Somali aid architecture, would directly support this project, while strengthening UN-WB collaboration and cross-support. Since the Compact was endorsed in 2013, the UN and World Bank have worked closely together in Somalia to support the operationalization of the Compact’s aid architecture; align their operational procedures under a common governance structure; and develop innovative approaches to collective risk sharing and risk management. More than ever, there is need for coordination across the UN and World Bank to ensure the portfolios deliver in this dynamic, high risk context.

Project reporting:

The major output expected out of the successful implementation of the consultancy is the development of a Project Document (PRODOC) aimed at providing joint UNDP-UN RCO support to aid management and coordination in Somalia for the period 2017-2019. UNDP and UN RCO will provide guidance on structure and components of the project document. However, it has been agreed that the PRODOC will focus on the following areas of action:

  1. Aid Coordination. UNDP and RCO will provide support to the government to effectively manage the functioning of the post-2016 aid coordination structures, paying special attention to ensuring a coherent transition between the implementation of the Somali Compact and of the National Development Plan. This support will promote multi-stakeholder engagement in the New Deal/National Development Plan implementation process, particularly of sub-federal administrations, civil society, women, Parliamentarians and the private sector.

  2. Aid Management. In collaboration with the World Bank, UNDP and RCO will support the Ministry of Planning & International Cooperation and the Aid Coordination Unit to collect, analyse and disseminate aid flow data from development cooperation providers. These institutions will work in coordination and share information with line ministries and regional administrations to track aid flows disbursed in the different regions and for different sectors.

  3. The Government will be strengthened its capacity to manage a Somali-led Somali-owned Aid Information Management System, to interact with development cooperation providers in a way that transparency and predictability is enhanced, and to use aid flow and forward spending estimations in development planning and budget allocation.

ESSENTIAL EXPERIENCE

Education:

§ Master's degree in Public Administration, Business Administration, Statistics, Development Studies.

Work experience:

§ Minimum of 10 years of demonstrable relevant Administration experience and/or minimum of 10 years of demonstrable relevant Humanitarian Aid experience.

Geographical experience:

§ Minimum of 10 years of experience in Africa with local experience in Mogadishu is an advantage.

Languages:

§ Fluency in English (essential) and Somali (desirable).

Key competencies:

Strengthening national capacities for M&E aid/development effectiveness will be integrated in both components 1 and 2. This refers to monitoring the implementation of the post-2016 partnership principles, and may include elements such as tracking of aid flows, mutual accountability, inclusiveness, transparency, use of country systems, alignment, ownership, leadership or focus on results.

The project is intended to contribute to ensure a proper functioning of the post-2016 aid architecture framework which will be defined in the NDP and associated documentation. This framework is expected to draw from those aid coordination structures and funding mechanisms associated to the Somali Compact which have been working in a satisfactory manner in the last years, with slight adjustments to adapt to the current political and development context.

The joint project will be fully aligned with the aid management & coordination chapter of the National Development Plan, integrate recommendations of the review of the Somali Compact as well as the costed proposal which will set up a framework for existing and emerging Federal Member States to participate effectively in Aid Management and Coordination related to the New Deal and the development and implementation of the National Development Plan which is expected to be finalized in Quarter 4 2016.

The consultant will combine missions to Nairobi (where he/she will visit UN premises and donor agencies) and

Mogadishu (where - if security permits - government premises might be visited, as well as UN premises) and homebased work
